Abstract

In this study, participation process to the Berne Convention of which Turkey undertook to be a party with the Treaty of Lausanne and which is about the protection of literary, scientific and artistic works was discussed until 1952 when the empowering act was introduced to the government of the period about the issue. In this process where translation was used as one of the cultural construction tools, answers were sought on why Turkey could not participate in this convention for a long time. The importance of the Bern Convention and the compliance of Turkey with the West were examined among the reasons that delay the legislation of new copyright.
