Abstract

"Modernizing" is not a new word in the meaning of the concept. From the second half of the 19th century, and especially from the 1908 Constitution, the word "ascribe" has been used to express this concept. This word later began to mean an additional meaning in some emeralds, evoking Turkish, Islamic customs and traditions, to be a foreign (gavur) imitator, and was used for the purpose of employing many times; From now on, the term "civilizing" has been used to refer to another civilization world in a style suitable for the western society. The target Atatürk refers to as "the level of contemporary civilization" is the level of civilized western societies. Today, the scientific concept mentioned in a very close relationship with the above-mentioned concept, that is, modernization, is "civil society" (La société civile-civil society). Civil society, let us explain immediately, that the military society is not the equivalent of the term. The word "civil" in French and English means urbanized society, civilized society. As it is known, the word civilization comes from the word medine. As in the word "civilization" in the phrase "Turkish Civil Code"; because there is a very close interest between urbanization and civilization.
