Abstract
When we approach the twenty-first century, social security has taken its place in the economic and social order as an indispensable right for people. Now, in our age, social security is a guarantee of the future of individuals and family members as a branch of the state of social law; the task for the state is gradually expanding in the phenomenon of rights for individuals. Basic principles of Ataturk's revolutions, Turkish remove nation to the level of contemporary civilization, freedom and independence form the basis of the state to strengthen democracy and cultural richness, making and social structure reforms in administration, a Republic of Turkey new and modem 's is to create. Based on this understanding, we can evaluate the concept of "Social Security" in the principles of "Statism" and "Populism" in the reforms it has put into practice.
