Abstract

The Ottomans constituted some assemblies, like şura (council) or similar councils which were accepted as the components of the Islamic or Turkish State tradition. Ottoman administrators tried to overcome the crisis by that method, During the time of Armistice, first saltanate council was met in order to discuss the some vital subjects like invasion of İzmir, and then arousing the indignation caused by this invasion, and being rescued the country from the disintegration, ete. Second council was constituted in order to argue whether to accept the Peace Treaty of Sevr. Actually, it is too clear that the second council was realized by the government to make the common people ratify the decision taken before.
