A Report Wrıtten By Alfred Rustam Bay, Ambassador Of Chetına, On The Sıtuatıon Of Provınces Of Iskodra And Kosovo Before Balkan War*

Abstract

As it is konwn, the instability in the Balcan Peninsula, especially in Albania, Iskodra and Kosovo increased in the beginning of 1911 just before the Bacan War. The details of the interview conducted by Alfred Rustam Bay, an eminent diplomat in Recent Turkish History acting as an ambassador in Chatina in his period, with German and Russian ambassadors in Chatina about the situation in Iskodra and Kosovo; the report drawn out on 7 January, 911 comprising the political situation of Albania and what should be done in those provinces were analysed and introduced for the firt time in this paper.
