The Ottoman Empire’s steps in internal security during the Tanzimat Era led to the emergence of law enforcement forces such as the gendarmerie and the police. In time the reform movements carried out to organise law enforcement forces aimed to improve law enforcement education. In this context, Gendarmerie Schools which were established in the Balkans at the beginning of the 19th century expanded to various locations of Anatolia in the following period and embarked on training qualified gendarmerie personnel.
As of its establishment, the Gendarmerie Organization has some duties, such as maintaining order and security within the state. In this sense, the person must be trained in the Gendarmerie Schools to have the legal knowledge, which gives them the ability to apply the provisions of the law in the field and gendarmerie personnel performed various civil, judicial, and military duties to the extent of their legal knowledge.
Law courses in Gendarmerie Schools have found a place in almost all education curricula. There is no doubt that it will be beneficial to evaluate the role of law courses in the historical context to educate qualified law enforcement personnel, examining how the law courses, which play such an essential role in the education of the gendarmerie, have undergone a change and development in the process from the establishment of the schools to the present day. In the study, the content of the legal education given to gendarmerie officers, non-commissioned officers, and privates from 1904 to the present, its evaluation within the scope of the published curriculum, the textbooks taught in the field of law, and the breaking points in the gendarmerie education according to the conditions of the period were examined in a general sense. The sources used are usually the curricula in the field of law. The aim of this study is to evaluate the law courses taught by gendarmerie officers and non-commissioned officers from the establishment of the Gendarmerie Schools to the present.
